Selected Quote (English translation):
“At this stage, it is not realistic to think about a peace agreement, because the core positions of Ukraine and Russia remain irreconcilable.”
“The Kremlin has no genuine interest in ending the war, as it believes it holds the advantage on the battlefield and that Western divisions and political pressure on Kyiv may eventually shift the balance in its favour in terms of territorial concessions and other demands.”
“As long as Russia insists on territorial concessions and the Ukrainian leadership defends its constitutional red lines, negotiations will not produce a genuine and lasting peace agreement.”
Gândul (Romania), 15 December 2025

The article outlines how the Kremlin seeks to demonstrate continued strategic initiative through coordinated sabotage, information warfare, and coercive military signaling targeting European states supporting Ukraine.
Selected Quote (English translation):
“In 2026, the Kremlin will try to demonstrate that Russia retains the initiative and remains a great power despite its economic and military decline. This strategy will unfold across three expanding arenas of hybrid warfare against Europe.”
“There have already been disturbing incidents, including a Russian attack on a warehouse in the United Kingdom linked to Ukraine, arson attributed to Russia at an air defence company in Germany, and an unexplained fire at an arms factory in Romania.”
“Europe’s failure to establish clear thresholds for shadow warfare means that sabotage, cyber interference, and disinformation are still treated as isolated incidents rather than as elements of a coordinated Russian hybrid strategy.”

Context: I provided comments on the article examining a proposal reportedly included in a US peace plan to split electricity production from the Russian-occupied Zaporizhzhia Nuclear Power Plant between Ukraine and Russia.
Selected Quote (English translation):
“Jamestown Foundation analyst Maksym Beznosiuk noted that the ‘50/50’ energy-sharing model is not realistic, as it legitimizes the seizure of a nuclear facility and creates a dangerous situation. He emphasized that if Kyiv allows Moscow to control part of its energy infrastructure, the entire country would be under threat. This is not only about energy, but about independence and sovereignty.”

“Maksym Beznosiuk, a security analyst, also drew attention to the coordination of propaganda activities by the Kremlin and Beijing. In an article for the Atlantic Council think tank, he described Russian-Chinese cooperation as an ‘authoritarian axis.”
“Beznosiuk noted that, for example, Chinese disinformation campaigns such as ‘Spamouflage’ from 2024 (an influence operation involving impersonation of American voters on social media ahead of the U.S. presidential election) are regularly amplified by Russian media and diplomatic channels. Conversely, Kremlin media actively promote content related to the war in Ukraine on platforms such as China’s Weibo (a social media platform often referred to as the ‘Chinese Twitter’).”

Selected Quote (English translation):
“Beznosiuk calls China’s partnership with Russia “a central pillar” of Russian aggression against Ukraine and thus “a direct threat to Europe’s security and economy.” “European and American leaders must act decisively, because as long as Beijing offsets the effects of Western pressure, the Kremlin will continue to wage war at a lower cost.”
“There is a widening gap between the West’s hope for closer cooperation with China and the hard reality of that country’s increasingly strong strategic ties with the Kremlin.”

About the outlet: Dagsavisen is one of Norway’s leading daily newspapers, with a strong reputation for political and international coverage.
Context: In a front-page news story covering the leaked 28-point US peace proposal for Ukraine, Dagsavisen featured me as one of the primary experts assessing the plan. My analysis served as a central counterpoint, highlighting why the plan was unworkable and dangerous to Ukraine’s security.
Selected Quote (English translation):
“On the ground, Russia is conducting an active offensive, combined with intensified airstrikes designed to cripple Ukraine’s economy and undermine social cohesion, while still trying to seize as much territory as possible. Any proposal that presupposes compromise is therefore detached from reality.”
“Ukraine is not willing to surrender the remaining parts of Donetsk oblast. These areas are heavily fortified after years of fighting, and giving them up would be a gift on a silver platter to Russia that no Ukrainian government could accept, politically or militarily.”
“I doubt this plan has any real future for one simple reason: Russia has no intention of stopping what it is doing.”
“Surrendering these territories could also enable further Russian advances in the east, north, and south once weather conditions allow a renewed and intensified offensive in spring.”

It explores how Moscow’s strikes are designed to paralyze transport, hinder military mobility, and weaken public morale. My contribution appears in the analytical section discussing the strategic purpose behind Russia’s attacks on Ukraine’s supply lines.
Selected Quotes (English translation):
“By targeting these communication routes, the Kremlin seeks to disrupt the flow of military supplies, delay troop rotations, and block exports that sustain the war economy.”

“Unable to break through the front lines, Moscow aims to break Ukraine’s morale,” notes Maksym Beznosiuk.”
“Ukraine remains vulnerable, warns Ukrainian expert Maksym Beznosiuk, who fears serious disruptions as winter approaches.”
The Japan Times (Japan), 7 October 2025

About the outlet: The Japan Times is Japan’s leading English-language newspaper and one of Asia’s most respected international publications. It provides in-depth coverage of global affairs, reaching policymakers, diplomats, and academics across the Indo-Pacific and beyond.
Context: In his commentary on Russia’s intensifying hybrid warfare campaign against Europe, The Japan Times contributing writer Brad Glosserman cited my analysis from the Atlantic Council. The piece discusses how Moscow’s hybrid aggression, including cyberattacks, sabotage, and covert operations, has evolved into a persistent, near-war posture aimed at destabilizing European governments and testing NATO’s resolve.
Selected Quotes:
“Writing for the Atlantic Council this summer, Maksym Beznosiuk, a European strategic policy specialist, explained that Putin “has spent more than a decade honing his hybrid warfare playbook” and that since the 2022 invasion of Ukraine, his campaign against Europe has “entered a new and more intensive phase.”

Context: In a two-page feature on Russia’s escalating hybrid warfare campaign across Europe, Público cited my analysis twice. I explained that this conflict operates in the “grey zone,” below the threshold of open war, and that Russia is deliberately probing Europe’s defenses and critical infrastructure to identify weak points and test allied responses.
Selected Quote (English translation):
“Russia is exploring vulnerabilities, trying to understand response times and weak points, and assessing how it can strike critical infrastructure such as ports, rail lines, or undersea cables.”
“This is a shadow war, taking place in a ‘grey zone’ without declared battles or territorial control.”
Dagsavisen (Norway), 3 October 2025
Title: Vil gå etter Putins «juvel»: “Vi må ødelegge den” (Going after Putin’s “jewel”: “We must destroy it”)
About the outlet: Dagsavisen is one of Norway’s leading daily newspapers, with a strong reputation for political and international coverage.
Context: In coverage of former UK Defence Minister Ben Wallace’s remarks at the Warsaw Security Conference, where he suggested making Crimea “strategically unusable” and even “uninhabitable,” Dagsavisen featured my analysis as a counterpoint. I stressed that while Crimea is central to Russia’s military posture in the Black Sea and Ukraine must be enabled to target legitimate military infrastructure, rhetoric about rendering the peninsula unlivable is dangerous. I underlined the importance of adhering to international law, minimising civilian harm, and maintaining Ukraine’s political and moral standing in the war.
Selected Quote (English translation):
“Crimea is central for Russia’s ability to project power in the Black Sea. Enabling Ukraine to strike entrenched military infrastructure such as naval bases, airfields, and logistics hubs could reduce this threat. But rhetoric about making the peninsula ‘uninhabitable’ is dangerous. Policy and operations should focus on weakening military objectives while minimising civilian harm and upholding international law. Otherwise Ukraine’s political and moral standing could be undermined.”
Sky News (UK), 1 October 2025

About the outlet: Sky News is one of the UK’s leading broadcasters with global reach and credibility. News Hour with Mark Austin is a flagship programme that covers key international and security issues for a wide audience.

I highlighted the Kremlin’s plan to produce 4 million drones this year, the cost asymmetry between cheap drones and multimillion-dollar interceptors, and the need for urgent implementation of the EU “drone wall” in coordination with NATO. I also stressed Ukraine’s indispensable role as a testing ground for counter-drone defense and warned that Russian denials cannot be trusted, recalling similar assurances before the 2022 full-scale invasion.

The article examined how Moscow uses drone incursions, fighter jet provocations, and large-scale Zapad exercises to test NATO unity, while uncertainty in U.S. policy under Trump fuels European anxiety. My contribution stressed that NATO must adopt unambiguous collective guidelines to deter further Russian escalation.
Selected Quote (English translation):
“Alliance members must collectively establish realistic and clear rules of engagement for cross-border incursions by drones and fighter aircraft, providing maximum clarity to all countries, including Russia.”

“Zapad-2025 stanowi złożone, wielowymiarowe wyzwanie dla społeczności europejskiej i euroatlantyckiej. Przywódcy Zachodu muszą nie tylko brać pod uwagę implikacje tak szeroko zakrojonych ćwiczeń wojskowych, jak Zapad-2025, ale także być gotowi na przeciwdziałanie związanym z nimi działaniom hybrydowej presji, mającym na celu podważenie ich demokratycznej spójności.”

Title: Will drones be obsolete by the next major war?
About the outlet: Morgenbladet is Norway’s leading weekly newspaper, known for its in-depth coverage of politics, international affairs, and ideas.
Context: Interviewed and quoted directly in an article examining how drone warfare affects Ukrainian society, frontline conditions, and the psychological resilience of civilians and soldiers alike.
Selected quotes:
“In Ukraine, drones have also become a central part of hybrid warfare, with a significant impact on both morale and the national will to resist, says Maksym Beznosiuk, the Ukrainian political scientist and writer. In cities like Kyiv, Kharkiv and Odessa, the presence of drones creates constant pressure. The psychological impact of drones is now as severe as the physical damage. Ukraine led the drone war for a long time, but now the pendulum has turned, says Beznosiuk.”
“Not only has Russia started mass production of drones, but the new generation of drones is especially difficult to defend against. However, ultimately it is the quantity and the size of the drone swarms that is decisive, rather than technological innovations. Dozens of drones, often in combination with other types of weapons, are sent out in the course of a single night. The Kremlin’s goal is not for every single drone to hit its target but rather to wear down the Ukrainian defences over time.”
“Drones have become among the most important weapons in the war in Ukraine. They are now present in all parts of the conflict.”

Context: I was quoted extensively in this article on Russia’s escalating drone strategy and its implications for Ukraine and European security. The article explores Russia’s shift from imports to domestic production, its use of AI and fibre-optic technology, and the link between drone warfare and territorial objectives.
Selected Quotes:
“Russia has introduced a number of technological innovations, such as higher-flying drones, AI-enabled autonomous systems, and fibre optic-controlled aircraft that bypass jamming and can strike up to 20km behind Ukrainian lines.”
“Their drone tactics have evolved into co-ordinated, multi-directional swarms often paired with missile strikes, designed to overwhelm air defences and inflict cumulative psychological damage.”
“The goal is to use unmanned systems, missile strikes, and manpower to secure more battlefield gains before any serious negotiation.”
“This is not just about defending Ukrainian airspace. It is about breaking the Kremlin’s current momentum. Drone and missile production is directly tied to Russia’s push to dominate the skies and soften resistance ahead of territorial offensives in Ukraine. Disrupting that pipeline through sanctions, interdiction, or allied tech support should be a top strategic priority.”
